How is programming different from creating a website?

The answer to this is vaguely technical but the short answer is that some web sites require programming and some do not. If a website contains only text and pictures, but nothing that responds to something you type in, it does not require programming.

A website that contains dynamic content will require a web developer, who is a programmer who can also create the static or visual site elements.
